Add Zenodo deposit metadata - #328

Zenodo is now enabled for this repository, and without .zenodo.json it infers the deposit metadata from GitHub: the account that created the release becomes the sole author, and the title is the repository name and description. A JOSS reviewer compares the archive's author list against the paper's, so it needs to match. Records the four authors with ORCIDs, the paper's title, and the MIT licence.

Zenodo is now switched on for this repository, so the next GitHub release will be archived and given a DOI. This needs to land before that release.
Without
.zenodo.json, Zenodo infers the deposit metadata from GitHub. In practice that means:A JOSS reviewer compares the archive's author list against the paper's, so a deposit crediting one person for a four-author paper is exactly the kind of mismatch that gets queried.
This records:
paper.md: microdf: Weighted DataFrames and Series for Survey Microdata AnalysisNote the author order here mirrors
paper.mdandCITATION.cffon thejoss-paperbranch. If that order changes when the authorship question on #315 is settled, this file needs the same change — the deposit is minted once per release and the metadata is baked in at that moment.Fragment is
.changed, so a patch bump. Once merged, the pipeline tags the new version and the release can be created from that tag.
